Preheat the oven to 350°F (180°C). Spray a 9x13 baking pan with non-stick spray and set aside.
Cream together the butter and granulated sugar in the bowl of a stand mixer or in a large bowl with an electric hand mixer. Cream for 2 minutes.

Scrape the sides of the bowl and add in the eggs and natural orange oil. Mix until well combined.

Next, add in the flour and baking powder. Mix until the dough comes together.

Add the food coloring a few drops at a time until the dough has reached your desired color.

Press half of the dough into the prepared baking pan and set aside.
In a large microwave safe bowl, add the white chocolate chips and sweetened condensed milk.

Microwave on high for 30 seconds and then stir. Repeat until you can easily stir it smooth.
Pour the smooth fudge mixture over the dough that is pressed in the pan and then crumble the remaining dough on top of the creamy layer.
Bake at 350°F (180°C) for 18-20 minutes or until the edges turn golden brown.
Allow the cookie bars to cool completely before cutting and serving. Enjoy!
